Nuclear Restoration Services Limited (NRS) is a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA). NRS is responsible for decommissioning first generation nuclear power stations Berkeley, Bradwell, Chapelcross, Dungeness A, Hinkley Point A, Hunterston A, Oldbury, Sizewell A, Trawsfynydd and Wylfa, and research sites Harwell and Winfrith. NRS is also responsible for electricity generation at hydroelectric plant Maentwrog. As a division of NRS, NRS Dounreay is responsible for the clean-up and demolition of the former centre of fast reactor research and development.

“Be part of one of the largest environmental remediation programmes ever, covering 720 hectares and eventually sustaining more than 7,000 skilled jobs across three nations.

The Site Restoration team is made up of experienced professionals from a variety of backgrounds that are engaged in sustainable nuclear site decommissioning and restoration. There is considerable capability and experience in this small team, and we are looking for someone to join us to help us addressing Town and Country Planning Act requirements across our sites. 

The nature of the NRS mission requires us to make multiple applications for planning consent to carry out the development and engineering works through the decommissioning lifecycle, as well as make submissions with respect to permitted development. 

In the coming years, NRS will be incorporating the UK’s AGR reactors into our fleet, requiring an expansion of our existing capacity team. The role would be ideally suited to an experienced planner with direct involvement with either the production of, or consideration of planning applications, who is confident with engaging with a wide range of internal and external stakeholders.”

This role is a hybrid role required to work onsite two days per week at any NRS site across England, Scotland & Wales.

Key Deliverables

  • Provision of authoritative advice across the company on land use planning requirements as they apply to company sites across the devolved nations
  • Lead on the production of strategic and site-specific planning applications working with supply chain resources and internal stakeholder to obtain permissions and manage corporate risk in relation to land use planning compliance.
  • Lead on delivery of strategy papers that inform decision making on land use planning matters across the company
  • Producing technical documents / reports, and/or specifying and reviewing/verifying documents and reports required to support and underpin planning applications and consents.
  • Working with site-based resources to establish and maintain the pipeline of work falling within the remit of land use planning.
  • Managing regulator interactions, including both the planning and running of technical workshops.
  • Building and managing effective working relationships within internal project organisations, external stakeholders and regulators.
  • Working to high standards ensuring overall quality of the deliverables and ensuring the quality arrangements are maintained and subject to continuous improvement.

Qualifications & Experience

Essential: -

  • Be qualified to a minimum of degree level in a relevant subject e.g. Town Planning, Environmental Science, Environmental Management, Engineering; other scientific disciplines will be considered.
  • Significant professional experience in planning practice. This may be via the production and submission of planning applications or the receipt and determination of planning applications, ideally within the field of waste management or decommissioning.
  • Demonstrable knowledge of the land use planning and environmental legislation and standards applicable in England, Wales and Scotland, ideally including how this applies to nuclear decommissioning sites.
  • Experience of taking part in local plan examinations in public / planning appeals as well as stakeholder engagement events.
  • A demonstrable knowledge of environmental issues including practices, policies, legislation and stakeholders relating to radioactive and non-radioactive waste management.

Desirable: -

  • Effective communication and networking skills, strong delivery focus and demonstrable problem-solving skills are all key behavioural competencies for this role.
  • Ability to resolve complex issues by negotiation.
  • Possess proven interpersonal skills and an ability to communicate in multiple formats to a variety of audiences, both technical and non-technical.  
  • Demonstrable experience of direct involvement with the production of, or consideration of, Environmental Statements/Environmental Reports, ideally within the field of waste management or decommissioning. #INDOR

There is a requirement to live within a commutable distance to the sites where the role is based. For central/multi-site roles, we have various hubs across the UK and can be flexible with base location.
