Nuclear Restoration Services Limited (NRS) is a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA). NRS is responsible for decommissioning first generation nuclear power stations Berkeley, Bradwell, Chapelcross, Dungeness A, Hinkley Point A, Hunterston A, Oldbury, Sizewell A, Trawsfynydd and Wylfa, and research sites Harwell and Winfrith. NRS is also responsible for electricity generation at hydroelectric plant Maentwrog. As a division of NRS, NRS Dounreay is responsible for the clean-up and demolition of the former centre of fast reactor research and development.

"This role is Team Leader for the Employee Services (L&D) team which comprises L&D Advisors and L&D Administrators. The main responsibilities will be management of and support to the team as well as liaison with our external Managed Service Provider. It will also require close working with the Training and Capability Manager as well as the team of L&D specialists to maintain compliance and deliver training across the organisation."

Employee Services (L&D) are the hub of administrative support for the Business and are key to HR delivering its core activities through the span of an employee’s lifecycle. The Employee Services (L&D) team sit within the Training & Capability team within the NRS Sites People function. They are responsible for:

  • Delivering a professional and cost-effective L&D service, that delivers accurately and efficiently to the requirements of the business
  • Planning, scheduling and delivery of the training needs (internal tutor led training) in line with the NRS training and competence requirements
  • Management of the Authorisation process
  • Providing support and advice for the successful delivery of the Managed Service contract
  • Ensuring the effective deployment of all L&D processes, systems, and procedures
  • Data input and record retention using the Human Resources Information System (HRIS) and/or Learning Management System (LMS) for all L&D activities
  • First line support for all employees including HRBP’s and Site L&D contacts
  • Reporting on L&D Key Performance Indicators (KPIs) and providing management information.

Key Duties

  • Provide specialist HR and L&D process advice to the organisation to support and manage L&D processes and deliver a credible service to customers across all NRS sites.
  • Provide advice, information and support around authorisation management to the team and wider business ensuring that compliance is maintained and that NRS authorisation arrangements are communicated and followed.
  • Liaise and collaborate with the external Managed Training Service Provider (MSP) to support the delivery of externally provided training across the organisation.
  • Work closely with the Training and Capability team to provide a seamless L&D service to the organisation
  • Lead the Employee Services L&D team working with the Training and Capability Manager to provide direction and guidance to the team
  • Identify continued improvements in service delivery, proposing and improving fit for purpose, cost effective, value added, systems and processes
  • Work with a range of internal and external customers and stakeholders to understand their needs to support effective service delivery, acting on customer feedback through formal and informal processes. 
  • Monitor and review delivery of L&D policies and practice, produce management information and proposals to inform HR strategy, business improvements and HR initiatives, whilst ensuring action is taken to ensure that the company remains legally compliant.
  • Support the effective deployment of company-wide processes, systems and procedures and strive for continuous improvement and development, looking for opportunities to improve response times, increase quality, reduce cost and streamline activities
  • Take the lead on investigating and resolving issues in accordance with Company policy, providing compelling advice, guidance and support.
  • Assist in the co-ordination of service delivery and promote customer excellence.
  • Lead regular performance reviews and provide metrics to support discussion and achieve agreed outcomes.

Qualifications & Experience 

  • Qualification at level 3 (England and Wales) and level 6 (Scotland), e.g. A Levels (Essential)
  • Working towards relevant qualification – e.g. CIPD or other equivalent relevant professional qualification (Essential)
  • Demonstrable generalist HR experience (Essential)
  • Good IT skills in Microsoft Office (or similar office package) (Essential)
  • HRIS experience within a Human Resource function (Essential)
  • Has a foundation understanding of a relevant specialist area, e.g. employee relations, L&D, HRIS etc. (Essential)

There is a requirement to live within a commutable distance to the sites where the role is based. For central/multi-site roles, we have various hubs across the UK and can be flexible with base location.
