Nuclear Restoration Services Limited (NRS) is a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA). NRS is responsible for decommissioning first generation nuclear power stations Berkeley, Bradwell, Chapelcross, Dungeness A, Hinkley Point A, Hunterston A, Oldbury, Sizewell A, Trawsfynydd and Wylfa, and research sites Harwell and Winfrith. NRS is also responsible for electricity generation at hydroelectric plant Maentwrog. As a division of NRS, NRS Dounreay is responsible for the clean-up and demolition of the former centre of fast reactor research and development.

About the role

From the Hiring Manager:
"We are currently seeking a customer focussed Regional IT Business Relationship Manager to co-ordinate IT activities across the NRS Sites in the South and South West Region – Harwell, Oldbury and Bristol hub.

You will be working with a team of four others supporting the NRS sites under the direction of the IT Service Assurance and Operations Manager. This is an excellent opportunity to be part of an IT service team delivering high end services to around 3500 Users.

The successful candidate will be responsible for interacting directly with end-users and building strong, healthy relationships with senior site leadership within their region as well as other NRS IT functional teams, including 3rd party suppliers."

Key Deliverables:

  • Support and deputise for the Service Assurance and Operations Lead and other Regional IT Business Relationship Managers with IT demand management and governance arrangements including Incident, Problem, Change & IT Asset Management , Service & Capacity reviews, Continuous Service Improvement Plans, Business Continuity & Disaster Recovery arrangements
  • Support the Business & IT Projects Leads and suppliers in the site(s) co-ordination and implementation of project activities
  • Engaging with the site to facilitate the supplier’s delivery Support of IT system changes including compliance with DPAF, RAMS, CONSI, WCD
  • Interfacing and co-ordinating with internal and external support teams & suppliers taking steps to hold suppliers to account when necessary
  • Provide advice and guidance, including compliance with IT legislation and internal policies & procedures to the site(s) for IT incidents or requests requiring escalation or communication
  • Support to site management/leadership teams for IT related incidents/requests and changes to IT systems requiring escalation or communication
  • Ensure compliance with IT legislation and internal policies and procedures
  • Maintain site specific entries in the IT Systems Register & supporting documents
  • Monitor and review site IT assets including coordination of their disposal
  • Monitor and review availability of IT systems and supplier performance taking steps to hold the supplier to account when necessary
  • Working with internal Cyber Security & Information Assurance and the Microsoft 365/Azure teams as required
  • Work with the site(s) to capture new requirements and engage with the IT Project Management Office and IT Business Analysts to support business cases, engage in initiatives and innovations which rely on IT solutions in order to realise business benefits
  • Working with internal/external support teams & suppliers
  • Promote safe working practices, Behavioural Safety, and good use of Human Performance Tools on site
  • Actively support and encourage good site housekeeping in all areas
  • As a customer-focused individual, the post holder will be expected to support supplier IT service delivery within his or her range of skills, knowledge, experience, and competence
  • Represents the site and Company in discussions with the Office of Nuclear Regulation (Office of Civil Nuclear Security) and other regulators during site inspections and audits etc.
  • Actively participates in the IT Change Control Process, peer reviewing technical changes submitted by suppliers/others, undertaking post implementation reviews and root cause analysis as appropriate
  • Compliance with Health, Safety, Environmental and Quality policies, procedures, work instructions and risk assessments.  Support the continuous improvement of Health, Safety Environment and Quality on Site.
  • Provide support for ad hoc management reports (i.e. Delve, Active Directory) and utilise tooling in support of IT (i.e. Servicenow, Meraki networks console, M365 Admin console)

Qualifications (Knowledge):

  • Has a comprehensive understanding of a broad range of IT technology (WAN/LAN/Server/Windows/Desktop/Telephony/VC)
  • Relevant experience in an appropriate technical and service delivery discipline
  • Strong customer focus and excellent communication skills to enable the post holder to be respected by internal and external stakeholders at all levels
  • Ability to communicate and educate on IT strategy, policy, and standards
  • Experience of speaking with authority on computing issues
  • Degree in Computer Science, Engineering, Business Studies or a related subject, or equivalent qualification
  • IT Infrastructure Library (ITIL) Foundation and Service Delivery
  • General understanding of Cloud platforms and solutions (Azure, M365 preferred)

Additional Information:

  • Must be able to gain or currently hold UK Security Clearance to ‘SC’ level.
  • Must hold UK Driving licence as the role does entail regular travel between the regional sites

  • The equivalent of 25 days (185 hours per year) annual leave plus Public Holidays (59.2 hours per year). This increases by 2 days (14.8 hours per year) annual leave after two full calendar years of service (as at 5th January in the leave year) , and an additional 3 days (22.2 hours per year) annual leave after five full calendar years of service (as at 5th January in the leave year). You also have the option to buy or sell the equivalent of 5 days (37 hours) annual leave each year (available in specific windows for the following holiday year). For the purpose of assessing an employee’s annual leave entitlement, a day means seven and two fifths (7.4) hours. A pro rata entitlement will apply for part time workers.

There is a requirement to live within a commutable distance to the sites where the role is based. For central/multi-site roles, we have various hubs across the UK and can be flexible with base location.
